The Anglo-Egyptian Condominium over Sudan ( Al-Jamhuryat es-Sudan Al-Democratia) was established in 1899 and ended when the Sudan House of Representatives, on 19 December 1955, declared Sudan a fully independent sovereign state. A republic was proclaimed on 1 January 1956, and was recognized by Great Britain and Egypt. Sudan was under military rule from 1958 to 1964; under the rule of a revolutionary council headed by Col. Gaafar Mohamed El Nimeri from 1969 until April 1985 when the army command deposed Nimeri; and experienced a third military coup in June 1989 when the civilian government, in power since 1986, was overthrown by Brig.-Gen. Omar Hassan Ahmad al-Bashir. The constitution was suspended and parliament was replaced by a 15-member ruling junta (Revolutionary Command Council) who exercised control over a Cabinet. The ruling junta appointed Gen. al-Bashir as head of state on 16 October 1993 and then dissolved itself. Presidential and legislative elections were held in March 1996. President al-Bashir was elected with 75.7% of the vote having faced no serious contender. Hassan al-Tourabi of the fundamentalist National Islamic Front (NIF) was elected president of the 400-member National Assembly, although political parties had officially been banned from contesting the elections. The founding of political parties was legalized on 1 January 1999. In early January 1999, the voting age was lowered to 17 and a new dress code was imposed on women, requiring them to wear headscarves. In March 1999, the UN Children's Fund (UNICEF) asked the government of Sudan to investigate the continued existence of slavery in Sudan; the Foreign Ministry denied institutionalized slavery, but admitted that tribal kidnappings were commonplace.
