Usually found directly above mountains, where the prevailing wind forms the cloud into a flattened-disc shape. What you have to imagine about clouds is that they are constantly shifting and moving, and a cloud such as this which seems to remain in one place is the best example of how all matter and energy is in constant exchange with it's surroundings, only seeming to be static when the forces have found a balance, and some chance formation happens to persist for a while.
